iMessage in iCloud questions

How exactly does it work again? I get the syncing via cloud part but...

A family member has an iPhone and iPad, iMessage in iCloud is turned Off on both. When is is turned On for the iPhone, the messages are uploaded to iCloud... Are they REMOVED from the iPhone?

And when it is turned On for the iPad (a new one with no messages on it) they are accessed via cloud?

So both iPhone & iPad would need Internet/cell service to view messages?

What happens if iMessages in iCloud is then turned Off? Are ALL messages downloaded on to the device that turned it off?

They are not by default.

They will be synced to the iPad, so they will evenually show up. They will not show up immediately.

So both iPhone & iPad would need Internet/cell service to view messages?
Messages already present on the device will not require Internet service to be viewed.

What happens if iMessages in iCloud is then turned Off? Are ALL messages downloaded on to the device that turned it off?
It will prompt you to download messages and then disable iMessage in iCloud.

When you turn off Messages in iCloud on your iPhone, iPad, iPod touch, or Mac, you can choose to turn off Messages in iCloud for just that device. Any device where Messages in iCloud is still turned on continues to store what you send and receive from that device in iCloud.
