Of course it depends what you regard as a downgrade. I paid to downgrade from the X+ range to SE because I regarded Face ID and the loss of the home button as huge downgrades in terms of usability, and still do. Every iPhone in the X to 15 range since has been a workaround based on these losses as far as I'm concerned. My wife has a 15, I have an SE3. I would personally pay more for the SE3 than the 15, and am so happy that it's half the price. If the SE4 is based on the 14 I guess I'll be forced to "regress" at some point. as Android also has no decent compact premium offering.
