If I restore the phone will I be able to go back to 3.0
Or will the restore install 3.1 ? Then can I jailbreak 3.1
without locking the phone to it's network provider?

no your restore through itunes will not take you back to 3.0.

heres a link that will show you the way. yes it does work. ive completed this using this tutorial for several friends and my self.
