If i delete most of my apps will i be able to restore my 64G iPhone to a new 32G?

My current backup file from iPhone 6 64G is ~40G but i assume if I delete some photos and apps, i will be able to drop it to 25-28G.
If backup is of that size, will it be able to restore it to a new 32G iPhone 7?

32GB iPhones have around the 26-27GB available for free use.
So make sure your backup is no bigger than 25GB and you're good to go.
