if a 6s plus is found,can it be used by its new found owner,or is it locked forever/

i dont know where it had service or who owned it

If you find one that is reported stolen or lost and subsequently locked then you have a shiny new iPhone-shaped paperweight.

It depends if Find My iPhone (Activation Lock) is set up on that device. If it is, even if you restore the device, it will require that persons Apple ID and Password to re-activate the device.

If it's locked then you cannot use it without knowing the passcode, Apple ID, and password. It's useless to you, so turn it in.
