ICloud setup problem

I upgraded my iPad 2 to 5. I dont have an iCloud icon but it does appear in settings. Can't get to any of my documents, etc.

There is no iCloud icon. It's a backup system. If you want to access something in it, you have to use software on your computer, or iCloud.com
