I needed to bypass iCloud restoration during initial setup of my replacement iPhone5 as a software update was necessary for compatibility. Can you tell me how I may now restore my settings to the last iCloud backup from my previous i5?

The only way I know how is to go to Settings-General-Reset and then select "Erase All Contents and Settings". Your device will do just that, reboot and then prompt you with the setup screen. You will also be asked if you want to restore from an iCloud backup.
