iCloud Control Panel Photostream Trouble W7 64 Bit

having a tough time on my W7 64bit machine with the i Cloud control panel, the program downloads just fine and is installed i can open it as well, that is about where it ends. i am trying to set up my photo stream on my machine, the photo stream folder does show up in My Computer however if i click on it i get a message photo stream needs to be enabled in the control panel, so from there i open the control panel and click on the check mark click apply close it and then reopen the control panel and the check box is unchecked, there is an options button i can only assume lets you control what folders are synced but i could not tell you because it does nothing on my control panel, the button only clicks but nothing opens. any help is appreciated this is making me nuts

as far as what?
it is pretty wide open, as far as policies not much restriction and as far as programs go (installing/un installing, etc) there are really none

Just trying to rule out permissions issues with installing apps or accessing folders.

Other than that, I'm not sure. I have the iCloud control panel with PhotoStream turned on on my 64bit Win7 machine at work and I haven't had any issues with it. I have the Enterprise edition of Win7 at work if that makes any difference.
