Well I wouldn't recommend Savin any credit card information online even if it is an app but if you're set on doing so you can get iSafePlay, is has a section that'll save your credit card info and it also has a passcode lock on it to so only you, and those who know the passcode you created for this app, will know how to unlock it.

What is in that link is not an app. It is part of iOS 7.

Password apps like DataVault, 1Password, mSecure and others are all capable of storing credit card, passwords, and other important data for you in a secure manner. They also provide a way to store your data in the cloud, be it iCloud, Dropbox or others. Take your pick.

That's just some basic PhotoShop and maybe Illustrator from the way the arrows look like.
