I upgraded to 500 gb but it's not showing its available for use

I upgraded to 500 but every time I try to do a video it says not enough data to do it. It shows that I have it as available storage but then it says I have 0 available to use

Buying iCloud storage does nothing for the storage physically available on your phone.

2 different storage areas. One is iCloud. You purchased more of that to add to your 5 free gb. Then 2, there's the phone's internal storage capacity. That's where your video will use space. The only way to gain space on the phone is to delete stuff. Apps, photos, music, etc. You could upload photos to Box, Dropbox and OneDrive, then delete them from the camera roll. Or use iCloud Photo Library if you dare.
