Try reversing your HDMI cable... Or try another one.

The issue usually is caused by the HDMI cable or connectors.
1. You can remove any bridge between Apple TV and the display first if there is any bridge.
2. Try another HDMI cable.
3. The last possible reason is the display. Make sure the display HDCP compatible.
