I have iPhone 5c but not all of my old photos transferred from iCloud

I have iphone 5c but not all of my old photos tranferred from icloud.

I switched from my iPhone 5c to a iPhone 6 and I recently locked my iPhone 5c up, because I couldn't remember my password. I now have to connect it to itunes to reset it. Will all of my old photos still be on the device if they were a backed up to icloud even though didn't all transfer at first?

I don't understand the question.
Having said that, if you have enabled photos to be backed up in iCloud, all photos will be included in it.
