I have an IPa 2 and 2 IPhones and my ICloud Photo Library has only 3 photos yet useage shows 2.3GB.

I have searched ICloud etc and can not locate what the usage relates to.

Do you have iCloud backups enabled? Do you use iCloud mail, etc.?

On your iPhone or iPad, go to Settings -> General -> Storage & iCloud Usage

Under the iCloud section, tap Manage Storage and see what the details show.

I do not have ICloud mail.
The photo's section shows 2.3GB but only have 3 photo,s
