I dont have frequent locations on my iphone 4 how can i find it

I cannot find frequent locations on my iPhone 4. It is not anywhere in my phone settings please tell me how to get it back

If the iPhone4 is capable - Settings>> Privacy>> Location Services>> System Services>> Frequent Locations
