on my iPad mini (3) I can't download any apps so I try to sign out then sign back in but I can't sign back in please help me I tried rebooting and checking restrictions please help me

If you can't sign back in to the App Store, you would have to download apps in iTunes and sync them to the phone. However, you really should fix your ID issue.
