I cannot get my time to change back to Central Standard time

Not sure if this is the issue. I updated by Iphone 7 to IOs 10.2 and I can no longer get my time to sync up to my apple advice time. everything else is working but the time

1. Go to Settings - General - Reset, and then select "Reset Network Settings".
2. Go to Settings - General - Date & Time, and either enable "Set Automatically" or select your time zone.
