Make sure that both devices are set up to make and receive FaceTine calls using the same phone number and/or the same Apple ID. Furthermore, FaceTime must be enabled on both device and if the iPhone isn't connected to Wi-Fi, make sure that FaceTime has access to cellular data in the settings.
