i can not find the all icloud in my contact groups

i am trying to sync my contacts but the All icloud does not show up in my groups to select for contacts

Go to Settings > iCloud and toggle on Contacts in there.

That should do the trick.

You can also try to add some new contacts on the device you are trying to sync, that should force it to synchronize them
