I don't understand. If you haven't created the account yet how can you have a wrong password? If you created an account you should be able to reset your password.

I think you're problem is one of the following 2 scenarios.
1. The email address you used to create the account is already linked to another Apple ID
2. You didn't correctly confirm the password in the second input.
