I am stuck and i can't restore & update my iPad mini to 6.1.3

Hey all i am jailbroken on 6.1.2 usin evasi0n tool. I tried the TSS Server on tinyumbrella to try and restore on the same firmware but it entered the ipad into the DFU mode and i looked at a lot of youtube videos and i went to Cydia then i deleted the packages manually in order to remove the jailbreak and now my iPad is almost useless and its impossible to restore! each time i try and restore the iPad to 6.1.3 to clean it and remove the jailbreak it tell me it can't contact the apple update srvers at this time and i have been in this for around 2 days!! Can you please help me?

Did you turn the TSS server off? Is tiny umbrella setting your hosts file to cydia?
