I am a complete novice and want to share photos between my iPad and my laptop. How do I get started

I want to be able to print photos that are on my iPad using my laptop so would like to use i cloud to do this but not sure how to get going. Can anyone help with a simple explanation?

Laptop... Mac or Windows?

If Mac - just sign into the same iCloud account on the Mac you use on the phone, set up the Photos app to sync to iCloud...

If Windows - install the iCloud Control Panel - and set it up to sync iCloud photos to a folder on your computer.

in that case, (windows), can I choose a folder that I created on Icloud Drive on my computer?
