I turned it off for at a Funeral, using the two buttons on the left side of the phone. That was two months ago, I still have not restored the ring.

UPDATE: after re-reading your post, I may have misunderstood what you were saying. If you're saying that you have not been able to restore sound to your iPhone, press the top volume button on the left side of the device until you've reached the desired volume level. Also make sure the mute switch on the same side of the device is in the up position. Finally, check to make sure the Do Not Disturb feature isn't enabled.
