If your iPad 2 is WIFI and 3G you can't change it as it gets it's time signal from the network you have in on or the carrier.

Go to Settings-General-Date & Time and either make sure the time one is correct OR disable "Set Automatically". This act will then display a date and time. Tap on the date and time to change it.
