How to copy original quality photos to a 3rd party backup app

I’ve recently enabled iCloud Photo Library. For space purposes I’ve chosen the optimise option

I’m reluctant to only have my original quality photo sitting in iCloud.
If I use a third party app like google photos to take a second copy, will it be copying an original copy quality or the poorer thumbnail image ?

Does iCloud Photo Library leave original quality photos of recent photos on the iOS device or immediately replace them with a thumbnail version ?

I tend to take a lot of photos and delete a high proportion later, so would like to have some manual control of when the third party app syncs.....but by that later time will there only be thumbnail versions on the device ?

Help me through my ignorance please !

Your full resolution photos will reside in iCloud. With that in mind, you can download the photos to a pin drive connected to your computer and then upload them to Google Drive. Now in regard to the Google Photos app, I assume it will back up the original resolution photos.
