Is it possible to connect an iPad to a PA system for Karaoke and have the video from like YouTube or another app project on the TV? Where a person can see the lyrics?

The easiest way is to airplay your iPhone or iPad to your AppleTV and plug in your TV or projector via HDMI to your Apple TV. Then run your line out audio out from your TV or projector to your mixer or amp, then speakers. That will ensure there is better sync between both audio and video and less delay.
There are quite a few Karaoke apps in the App Store that support AirPlay and some even support Google’s ChromeCasting.
