Yes, Apple is a privacy advocate but let's assume we wanted to keep all of our documents and other sensitive data outside of 'the cloud', and safely within our control.

Q. How do we setup iCloud Drive to retain only non-sensitive information, across multiple devices?

Q. With sensitive information stored safely on local devices, how do we back-up this data, perhaps using a cloud solution where privacy can be assured (e.g. Crashplan + own encryption key)?

iCloud Drive gives you a choice to set it up and its ultimately up to the user

That said if cloud security is not safe enough for you then you have other options like a Time Capsule. Cloud services are designed for storage and convenience
