Can someone explain why the PPI is higher on the mini and lower on the other models?

Pixels Per Inch (PPI), will actually get smaller as your screen gets bigger. PPI is a measure of pixel density. As the area a screen covers gets smaller, the pixels are more densely packed and so the PPI goes up.

Same reason the iPad Mini has the highest PPI of all the iPads.

So to me that translates to the mini is the better quality screen and will output a better looking image, right?

Not better quality, no… and to the human eye the slightly higher PPI of the mini’s screen will be virtually imperceptible.
