How do you activate MMS on iPad Air 2?

Hello. Every time I try to text a picture via the Messages app on iPad Air2 I get this : Cannot Send Message
MMS needs to be enabled to send this message.
I don't see anywhere in the Settings app where I can enable it. Does anyone know where this is. Thanks

Is it a cellular capable iPad? If yes, does your plan include text & picture messaging?

Not its not cellular, it's a wifi iPad.

Go to Settings...Message... Is iMessage on or off? Turn that on and if you also have an iPhone, look into this: iOS and OS X: Link your phone number and Apple ID for use with FaceTime and iMessage - Apple Support

My iPhone and iPad are linked together. Have been since I got the iPad. I get texts and phone calls, but can't send MMS. Perhaps it is because it's only wifi.

Then it cannot send mms or sms messages.

Karen I am able to send/receive SMS, and I can receive picture texts because it's connected to my iPhone. Just can't send MMS.....

I'm WiFi only too but can send / receive pictures via the iPad Air 2, although I have iMessage turned on so that may be what it's using.
