How do I unlock Orientation of iPhone 4s

I am on 6.1..3 and unable to unlock the screen orientation. Please advise. Thanks,

Double click the home button then slide the list to the right. You should then see an icon of a lock with an arrow around it. That's the orientation lock icon.
