for example a friend wants me to turn off his device find my iphone but i dont have his device on my hand? and i dont know his aple account?

Can not be done by you. Tell your friend that he will need to sign into icloud.com himself and do it. You are correct in that it will require his Apple ID to do it.

Apple Support might guide him. He would need to call them. He would still have to do it himself. But the Apple Support can assist him.
