How do I transfer contacts from Blackberry Q10 backup file to iphone?

I have seen forums on how to transfer where the BB phone is still operational. You are to go in and set the settings to sync with another program like Outlook. My phone is dead, so I can't change any settings in the BB Desktop or BB Link program. I did a backup, but the phone itself was not syncing to Outlook, Gmail, or Cloud type program. So all I have is the backup file on my PC. Is there a way to get the contacts from backup to iphone 5C?
