How do I transfer an app no longer on the cloud from my old iPad to my new iPad?

I got a new iPad for Christmas, but I also am keeping my old iPad. Both iPads are running iOS 9.02. I have a handful of apps on my old iPad that I purchased previously and are no longer on the cloud or available from the app store. I would to copy (not move) them to my new iPad, but can't determine how to accomplish this feat and I am looking for help/suggestions.

You need to make a full backup from a computer using iTunes. Restore to new iPad. I just did this last night for my husband.
