If you want to download the same book on multiple devices without paying for it again, you will have to log into the Apple ID that you used to purchase the books on the other device. Then you will see your purchased books in the downloaded tab. Hope this helps!

That's one way to do it.

I suggest setting up family sharing. You can share your purchases?including iBooks?with family members without having to be signed in using the same Apple ID on every device. This also gives you deeper control over purchases on other devices. Follow the link for more info.
