How do I safely delete photos to save space?

My mom is on a 16GB iPhone and has a lot of photos saved. She keeps running out of room, but doesn't want to delete photos without having them stored somewhere.

She has iCloud Photo Library enabled, so her photos are stored in iCloud, but deleting the photos from Photos.app would also delete the photos from iCloud Photo Library.

What's the best way to backup her photos so that she'll still be able to find them, but can also delete some of the older ones to free some space?

Use cloud based apps like Box, Dropbox and OneDrive. Upload photos to them, then delete from the camera roll. I like Box best. You can set up albums and sub albums. It's just as easy to view the photos as on the camera roll.
