How do I rearrange photos in an album on my iPad iOS 8.1.3?

When I was using iOS 6, it is my recollection that when I opened an album, I could click on "edit" and then I could move individual photos to move them. Now, using iOS 8.1.3, there is no "edit" when I open an album.

I'm pretty sure you can't reorder the pictures in the albums, you can create new albums though.
