How do I pull up my contacts on icloud?

I opened my app for icloud on my smart phone 5. I transferred my contacts to the icloud and now I cannot pull up any contacts!!!

Make sure you're logged in in iCloud on your iPhone and have enabled contacts. If it ask you to replace or merge, select replace.
