How do I make my Photos library accessible from other programs?

I am trying to attach a photo in gmail and before the update to Photos, you could select a picture right from the app. Now when I browse for a picture and select Photos, nothing loads. Same goes for dropbox. How do I make my Photos library accessible from other programs?

Go to Settings - Privacy - Photos and then enable the toggle next to the apps you want allow access to your photos.

I don't see any option for Photos in System Preferences - Security and Privacy. In the Photos app preferences it looks like there's an option to "Use as System Photo Library", but it's not enabled and I can't select it. Am I looking in the right places? If it helps, I have OS X running on a 2010 macbook pro.

I've also tried to follow the steps on the Apple support site to designate a system photo library and everything seems ok until the very end when I go to Photos Preferences and can't select "Use as System Photo Library" because it's greyed out.

Having the same problem. Can't find a solution everywhere. Seems very counterintuitive to have to download a photo from iCloud overtime I want to attach it to an email. Ridiculous.
