How do I make a Game Center?

Make a "Game Center" what? An account?
What device?
What iOS version number?
Note that Game Center was removed as a "standalone" app in iOS10. You can sign in through the Settings app.

Make sure you're signed in to game center in settlngs. All game center activity is now done in the participating game apps. There should be a game center option in the game apps. Like this one:
