Welcome to iMore! Go to Settings > General > Autolock > set to your desired time.
If low power mode is on, you only get 30 seconds. Low power mode = yellow battery.

Welcome to iMore! The backlight timing can't be adjusted directly but you can adjust your auto-lock timing by going to Settings > General > Auto-Lock. It's set to 1 minute by default.
