How do I get rid of an setting message that keeps popping up on my iPad Air?

on the setting button I turned on voice over control and when I went back to the main menu it has come up with Important voice over control changes the gestures to control your ipad
are you sure you want to continue
press the home button to cancel.

When I do this nothing happens and I cant get rid of this message on my ipad I cant turn it off or unlock it
