How do I get into iCloud? Contacts?

IPhone SE IOS 9.
I keep reading about iCloud. I see it in Settings but clicking it just shows what is turned on (Contacts, Calendars, Reminders, etc) but I don't see a way to get to them. I read about Creating Contact Groups in iCloud but I can't figure out how to get to them in the first place. I have not setup iCloud email. How do I get to Contacts in iCloud?

By adding contacts to the contacts app. As long as you have contacts turned on under iCloud, they will save there. You can go to iCloud.com and log in to see contacts, photos, calendar events, etc that have been saved to iCloud.
