How do I get internet explorer to work on my iPad?

I need to get to internet explorer so I can unable cookies to unblock my hotmail account.

You can't. You can, however, use Safari to access your Hotmail account, unless the account has been restricted by MIcrosoft. Alternatively, you can configure your Hotmail account on your iPad via the Mail settings.
