How do I FaceTime an iPad using the other persons email for the first time?

The email is in my contacts but the FaceTime option is not there

Is the ipad a cellular model or wifi? Perhaps it needs to be connected to wifi (if it's the wifi only model) before you can contact it. Also try the reverse, facetime FROM the ipad to the iphone for the first call.

If the person you're trying to connect with via FaceTime does not have a FaceTime capable iOS or Mac device, you will not be able to. Furthermore, if that person has disabled FaceTime on his or her device, or has the device turned off, you will be unable to FaceTime with that person.
