I don't want any cover photo on the 'Recently Deleted' album.

It's not a cover photo. You can either tap on the photo and delete or recover.

How do I deleted or replace the cover photo on the 'Recently Deleted' album o...

Either delete all the "deleted Photos", or keep a solid white image as the first in deleted photo. Then there's no photo showing on the album menu. Change it by deleting the first deleted photo. The one that shows in the album menu.
