How do i delete pictures from photo library?

I only have 4 photos and 2 videos on my phone but it is taking up 2.1 GB of storage on Photo Library. I tried syncing them to an empty folder through iTunes, but nothing happened. I don't know if I did something wrong or what. I recently deleted over 40 photos and videos combined but it only cleared my photo stream. Basically, the photos aren't on my phone but theyre still taking up storage. Should I just Reset all Settings??

If iCloud Photo Library is enabled on your iPhone then once you delete a photo from your iPhone, it should delete from all of your devices using the same iCloud ID and passcode. You should also be able to login to your iCloud account via a computer and then delete photos you no longer want. The effects should sync to your devices.
