How do I deactivate on-screen voice commands?

Some how I activated voice command on the home page and now cannot turn it off.

I can only assume you've enabled "Voiceover". If so, go to Settings - General - Accessibilities and then toggle the switch to turn OFF Voiceover.

Siri took the place of voice commands. If your phone is a 4s or higher, then it does not have voice command and is like D said above. But it you have an iPhone 4, you may still have voice command. It's a blue screen with oscillating lines. Is that what you see?
