If I am in a site, and they ask if I want top attach a document, (i.e., my Resume) and I select "Choose File", all that comes up is my Photos. How do I select something from iCloud or One Drive?

As of right now, you will have to download the file to your iPad Mini. There are numerous apps that keep local copies of your files - Goodreader is just one of them.
