How can I upload folders of photos to specific albums in the photos app on icloud.com?

I have lots of organized folders of photos on my PC. I would like upload them to the photos app on icloud.com so I can see them on my iphone and ipad as designed. I don't want to have to re-organize all of the photos again once I upload them. I can see how to create an album, but I cannot figure out how to get the photos I want to upload to go to the specific album I create. They all just go to the All Photos location.

Presently, that's how it works - everything goes into the All Photos - you can create Albums and place pics in there after they're uploaded.
