I've tried everything I can think of and my phone still want unlock I have reset it ova and ova and still cant put in my code or answer

Since the lock screen passcode won't ask you for an answer, I'm going to assume the device is protected via the iCloud Activation Lock. If so, and I'm not not going to sugarcoat it for you, if you can't recall the iCloud passcode and you can't retrieve the passcode via Apple's passcode retrieval process, then you are not going to be able to use the device. Period!
