Welcome to iMore! I think you mean "locked", not "blocked". So she tried too many times and now it's locked? The ONLY way is to connect the phone to iTunes via computer and put it in DFU mode and restore. No other way. None!! Restoring in this way, she will lose all her data, including photos. Also, to set back up, she will need her Apple ID and password.
